Press Release re Public Hearings on the Project of Construction of Sulfuric Acid Plant

November 7, 2007.  Public hearings took place in Zhanakorgan (Kyzylorda region) on the project of construction of sulfuric acid plant on the territory of Zhanakorgan area and the estimation of environmental impact in accordance with the requirements of the Ecological Code of the Republic of Kazakhstan.

Public hearings were held with participation of the heads of departments, administrations of state authorized authorities and enterprises of Kyzylorda region and Zhanakorgan area, employees of Zhanakorgan area’s Akimat, governors of village districts of the area, deputies of Maslikhats, representatives of regional and area mass media, representatives of non-government organizations (regional unions of veterans of World War 2 and labor, regional Muslim women’s union, public union Chernobyl-Semei, union of veterans of war in Afghanistan, regional committee of professional unions of public education employees, etc.), publicity of the region, representatives of JSC NAC Kazatomprom, LLP Institute of High Technologies, LLP SAP-U, LLP Kyzylkum, LLP MG-6, LLP Kazatomprom-Demeu.  The total number of participants - 207 people.

Word of introduction was made by Akim of Zhanakorgan region Anuarbek Kaltaev.  In his speech he remarked on importance of public hearings and specially stressed the need to comply with requirements during execution of planned works.

General Director of LLP SAP-U Madikhan Bekzhanov addressed to the population of Zhanakorgan area.  He touched upon the social importance of construction of sulfuric acid plant (SAP) for the region and underlined that this project is among the “break-through” projects of the region.   It was presented in October this year in Astana during presentation of Kyzylorda region and was included in the regional program of industrial and innovational development.

Reports were also made by:

1.       Manas Iskakov – Leading Manager of Department for protection of labor and environment of Kazatomprom. Report subject: Ecological policy of Kazatomprom;

2.       Yakiya Arystanbayev – regioncal director on Kyzylorda region of LLP SAP-U. Report subject: Production plans of Kazatomprom in Kyzylorda region and program for construction of sulfuric acid plant.

3.       Pavel Pantyushin – deputy general director of production of LLP SAP-U. Report subject: Technical description of designed plant and its technical peculiarities.

4.       Nauken Begaidarova  – chief specialist of LLP Institute of High Technologies, with report on Preparation and general design of SAP.

5.       Akmurat Altynbek – head of production-technical department of LLP MG-6 with  report on Necessity and importance of using sulfuric acid in uranium production.

The participants were also shown a video on organization of works on protection of environment and technical and radiation safety on enterprises of Kazatomprom.

Hearings caused big interest of publicity and representatives of local executives authorities to his project. Representatives of local population made proposals and requests to this project, which were considered in the protocol of public hearings.  After exchange of opinions and discussion of presented materials the project was approved by participants of the hearing.

LLP SAP-U – registered on August 25, 2007 in Baikenzhe Village of Zhanakorgan area of Kyzylorda region. There are two new mines being built in Zhanakorgan area with the capacity of 5000 tons of uranium per year within implementation of Kazatomprom’s program on uranium production expansion “15000 thousand tons by 2010", which will be the main consumers of sulfuric acid of LLP SAP-U.  The design capacity of SAP is 500 thousand tons per year or 1500 tons per day.  Also, besides production of sulfuric acid LLP SAP-U will produce electric power of about 18 МW and industrial steam for heating with the volume of 20 tons per hour.
