MAEC-Kazatomprom
MAEC-Kazatomprom LLP is a united power and water producing complex whose main task is to provide electric power to the populated areas and enterprises of the Mangistau region and reserve electric power for the Atyrau region and to provide the city of Aktau with heat, power, drinking, hot and technical water and also to supply distillate to industrial enterprises. The power complex structure includes three heat power plants, a BN-350 reactor (which since 1999 has been under decommissioning), a plant for distillate production and industrial water supply, heating mains and pipelines with central water supply units, a power transmission line with substations, a water intake structure, a repair works, a petroleum storage depot, a fuel-oil storage tank and other infrastructure facilities.
The history of the power complex is closely connected with the history of the exploration of mineral resources and oil deposits in Western Kazakhstan. The first power train arrived in Mangyshlak in 1960 and the first units of HPP-1 were put into operation in 1962. The same year the first desalinated water was produced by a pilot industrial evaporation unit. As an independent facility the Mangistau Atomic Power Plant was established on July 1, 1968 and the first units of HPP-2 were put into operation in December of 1969. The BN-350 nuclear power reactor – the first, and the world’s single industrial fast breeder nuclear reactor - was launched in July 1973.
Since May 1, 2003 the owner and operator of the power complex has been MAEC- Kazatomprom LLP – a 100% subsidiary enterprise of the National atomic company Kazatomprom. Having had great experience in crisis-proof management, Kazatomprom started a power complex strategic development program involving marketing, industrial, economics and staff policy. As a result, the enterprise was taken out of a difficult industrial and financial situation and now production and economic indexes have been significantly increased, new working places are being created, modernization and repair of production equipment is being conducted and social problems are being effectively decided.
At present the power complex produces up to 40 thousand cubic meters of distillate per day and its electric loading is more than 500 megawatts. Operation of the power complex is supported by the presence of all necessary licenses for production activity. Due to the construction of Aktau-City and a forecasted electric power deficit, the top-management of MAEC-Kazatomprom is now considering the construction of a modern gas-vaporpower-generating unit with a capacity of 200 megawatts.
Corresponding departments of the complex conduct constant monitoring of the influence of the complex’s activity on the environment. Along with environmental monitoring and internal audit MAEC-Kazatomprom implements methodical work on the introduction of technological processes, technology, equipment and materials into the production process, with due consideration of up-to-date requirements, standards and rules in the sphere of environmental protection.
In June 2008, as part of the celebrations for the power complex’s 40th anniversary, a distillation desalination unit (DDU-12) was launched. New used technological decisions have allowed for a two-thirds decrease in energy consumption, thus using exhaust turbine low-pressure gas and attaining a high purity distillation, which can be used by HPP steam generators. Having used the “falling film” advanced technology; the DDU-12 is half the size of the previous one, two times more energy-conserving and three times more cost-efficient. It is also planned to gradually change the five remaining distillation desalination units. Thus, the power industry of the region is provided with a regular supply of desalted water and great reserves of a distillate for drinking water production.
MAEC-Kazatomprom LLP adheres to the corporative principle of social responsibility. Its priority task is the taking care of its employees.
The MAEC staff is made up of 4,000 workers and specialists. An affiliated branch of Aktau University (which has been named after Esenov) is being operated under the management of the power complex.
Saken Utebaev is Director General of MAEC-Kazatomprom LLP.
